What is soil amendment?

If your product does not guarantee any amount of essential plant nutrient/s but does guarantee soil amending ingredient/s, it is considered and regulated as a soil amendment. Soil amendments may also be known as: soil additives, soil conditioners, plant amendments, soil conditioners, soil inoculants, or soil microorganisms.
If your product guarantees both essential plant nutrient/s and soil amending ingredient/s it is considered and regulated as a fertilizer; however, in some states, soil amendment labeling regulations will also apply.​

Which U.S. states regulate soil amendment?

Soil amendments are exempt from registration in several U.S. states but the remaining states require a state-specific distributor license and/or product registration before allowing soil amendment sale and distribution. The type and cost of each state's registration requirements varies according to product specifications such as soil amending ingredient guarantees, labeled use (i.e. agriculture vs non-agriculture), or package size.
